As we all know, animal testing refers to toxicological test, such as eye irritation, skin irritation, which is usually conducted on animals, such as rabbits (usually in Chinese labs), guinea pigs.
Since CSAR 2020 was released in June 2020, the whole world knew that China took this step of “no animal testing” finally. Foreign brands, especially those “Cruelty-free”, are so excited that they can finally register their products in China without animal testing. However, not all cosmetics can be exempted from animal testing.
There are some premises for exempting from animal testing by applying safety assessment report instead.
√ General cosmetics ONLY (not applicable to special cosmetics)
√ The results of safety risk assessment report can completely verify product’s safety.
√ The manufacturer has obtained the relevant certification (such as GMP) of the production quality management system issued by the competent governmental authorities of the original country (region), not by any third parties/organizations like SGS.
*Note: If there are more than one actual manufacturer (such as OEM/ODM), every one shall obtain the required certification.
The below situations CANNOT be exempted from animal testing.
× Children or baby products (children under 12 years old)
× Using new cosmetic ingredients in formulation (those not included in IECIC 2021)
× Brand owner (foreign applicant company), responsible person (domestic RP company), manufacturer (if any OEM/ODM) are in key-supervision blacklist according to NMPA supervision ranking.
