According to Regulation on the Administration of Feeds and Feed Additives (State Council No 609, revised in 2017): Feed refers to products that processed or produced for animal consumption, including single feed, additive premixed feed, concentrated feed, compound feed and concentrate supplement (excluding feed additives).
Feed additive refers to a small amount or trace amount of substances added during the processing, manufacturing or using of feed, including nutritional feed additives and general feed additives (excluding medical feed additives).
MOARA (Ministry of Agriculture and Rural Affairs of China) is responsible to publish and update feed raw material catalogue and feed additive catalogue. All feed raw materials and feed additives used in finial feed products should be in the catalogue. Substances not in the catalogue cannot be used unless they are evaluated and approved by MOARA (conduct new feed and new feed additive registration).
Feed and feed additives imported to China for the first time should be registered with MOARA. The overseas manufacturers should be the applicant of the feed/feed additive import registration and authorize an agent in China as a representative to apply for the Import Registration License.
