On June 29th, the Standing Committee of China NPC voted to approve the Vaccine Administration Law. This special legislation on vaccine management was spawned by the big scandal of Changchun Changsheng Vaccine happened in China in 2018. So the new Vaccine Administration Law mandates severe punishment for those who participate in illegal practices of vaccine production, research and distribution.
In addition, the Vaccine Administration Law permits the medical product administration bureau to conduct inspections not only to the vaccine manufacturers, but also extend to companies and individuals providing products or services for vaccine development, production and distribution; the Law also categorize vaccines into ‘Immunization Program Vaccine’ and ‘Non-Immunization Program Vaccine’, for the ‘Immunization Program Vaccine’ the State Council will organize a central purchasing tendering or negotiation to have the national uniform price so all local bureaus can purchase directly; besides, the Law even introduces a compulsory insurance system for vaccine adverse reaction.
The Vaccine Administration Law will be implemented since December 1st, 2019.
